When I wrote that sentence, I was referring more to pedestrians in the street, but I should probably have been clearer. I don't feel like I understand the issue well enough to express an opinion about it, but from what I know from a civil servant who's currently on strike, they're under enormous pressure from their peers to protest. And while they're off work, they don't get paid, and their ability to take leave becomes more complicated. On the other hand, the ones organising the strikes continue to be paid anyway, so they've got nothing to lose by striking. I think that more services are becoming privatised anyway, because private contractors are cheaper than municipal workers as they often don't have permanent contracts, paid leave or work benefits, while the newer metro lines will probably be self-driving as they're struggling to attract new operators
